Volume 14, Issue 10 October 2006 Greenfield rethinks ATV, snowmobile rules 10/25/2006 JIM KINNEY , The Saratogian GREENFIELD -- A request from a local all-terrain vehicle club for permission to use the far end of Plank Road near Lake Desolation west of Porter Corners has the town board rethinking ATV and snowmobile rules all around town. The town has certain roads designated so that snowmobilers can use the shoulders, Supervisor Al Janik said. But it hasn't looked at those regulations in at least a dozen years. 'The area has grown,' Janik said. 'One is Brigham Road off of 9N, and the other is Bockes Road near the school. We just need to take another look. My main concern is liability.' Both issues, Plank Road and the snowmobile regulations, are set for the Town Board's agenda Nov. 9. The North Country Trail Riders Association appeared at the board's October meeting. President Fay Detraglia said the 90 club members have been using Plank Road for years as a way to get from their parking area to 1,500 acres of timber land they rent from Finch, Pruyn and Co. atop the ridge. Detraglia said some of the land they rent is near the site of a proposed wind farm. The problem came when the town paved Plank Road last year and then painted lines on it this summer. This took Plank Road from a secondary road to a primary road under state law, Detraglia said. The designation means that club members need permission to use the road. 'We're past the last house,' Detraglia said. 'It's a very lightly traveled road.' Janik said he doesn't doubt the club, but he fears that once the road is designated for ATVs, others with less a sense of responsibility will use it. 'It's a liability issue,' he said. He said the state Department of Environmental Conservation has ticketed riders. Detraglia said there's already a problem with trespassers and the signs would go up well off the beaten path. 'We don't want the signs down by the stop sign,' he said. Club members pay $100 a year for individual dues or $125 a year for a family. That gets them, among other things, access to lands including the Finch property in Porter Corners. Members get stickers for their machines saying they belong. 'All our riders have their machines registered with the state and are insured,' Detraglia said. And we are still looking for membership drive ideas, along with ideas for next years’ events… Eastern NY News The post of Plank road went on the floor of the Greenfield Town Board Meeting on 10/12/2006 with me and Len from NYSORVA present, and after a long discussion it was tabled to 11/09/2006. While we get more info for the town to review on different ways to handle this, as usual the town is worried about the liability of us being on the road. We will also be talking about how to handle membership for people who want to join and own a big utility machine like the Polaris Ranger, Kawasaki Mule, Yamaha Rhino, etc. These machines cannot be registered in NY as the DMV has no classification that covers them yet. Currently, they are considered farm utility vehicles and our club rules say that you need to be registered to join. Plan Your Weekend July 27, 28 and 29 of 2007 we will be hosting an all-chapter ride/pot luck picnic for NYTRO. We will be discussing this at October’s meeting. We will need campgrounds and hotel/ motel information. Volume 14, Issue 10 Page 8 Jasper Fall Foliage ATV Run By Pam Burns This turned out to be one of the more “interesting” rides I have taken at this particular event. We started out with chilly temperatures and bright sunshine...in fact, I had mentioned how great the weather was to the friendly check-in person! As we gathered everyone up on the trail-side of check-in, however, someone mentioned weather coming in and as we looked to the west, there was a cloud bank making its way towards us. But it didn’t look too bad… We took off down the trails 18 quads strong, avoiding the first “expert” section with good reason! The ambulance crew was carrying a rider out on a back board. Hopefully, this was just a precaution! Everything went pretty well along the trails. The ruts are getting pretty deep, though. We came to the creek bed section and came upon our first four-wheeler casualty. The bank has a pretty steep drop down into the creek, and one of my TrailPass acquaintances, Dusty, had busted something in his front end, ending his day early. As we made our way past him, other riders got in the middle of our group, splitting us up a bit. So the first half stopped after making our way up most of the creek bed to wait for the tail. When they caught up to us, a couple of very observant youths mentioned it was snowing! With disbelief, I realized they were right!! We got moving again, and made our way along the trails once again. When we got to the top of the ravine, what a surprise! It was snowing heavier and heavier, and blowing sideways. We hurried through any open areas as the conditions were just brutal! Most of us skipped the last “expert” section, and hit the food barn for some nice, warm chili or hot dog. Check out the pictures below!
