Annual Meeting The NYTRO Inc. Annual Meeting was held February 26, at the Holiday Inn, Syracuse. We had representation from all chapters. The Annual Board of Directors Officer’s election were held. The Board of Directors for the 2005/2006 terms are: Joanne Wemes - President (CNY) Jim McKernon - Vice President (Eastern) Pam Burns - Secretary (STNY) Pat Heifferon - Treasurer (STNY) We are finalizing the by-laws and operating procedures, restructuring our newsletter to make it a better source of information for our members and sponsors. We are developing programs to have the chapters become more unified and together we can become stronger. I’m very pleased with each chapter’s dedication to the organization and look forward to working together in the coming year. It’s teamwork that builds a great organization. Starting balance $3886.63, Ending balance $3988.29. One new single membership, one new family membership. • Update on new T-shirts: Pam has paid the invoice. We should have the shirts by the next meeting. • Pam has quotes on embroidery: $65 set up fee at Hank’s and $8.00 per embroidered hat is the best so far. Pam will get a quote from Laughlins for comparison. • NYTRO Inc. Meeting Update- New Board Members elected: President: Joanne Wemes (CNY) Vice President: Jim McKernon (Eastern NY) Secretary: Pam Burns (STNY) Treasurer: Pat Heifferon (STNY)– Bylaws have been completely reviewed/revised and should be approved soon. • Nine riders tried the Round Top Trails on February 27th and they were pretty good… can’t wait to try them without snow! You need a 4x4 vehicle to get to the parking lot and trailhead in winter. Trails are well marked and color coded for difficulty. • We watched a video made by Ben of Gander Mountain of the Sproul State Forest Trails and Lyman Run (Susquehannock) Trails. Both are accessible in one day, and there is rough camping available (tent). We have tentatively scheduled a ride there on Monday, May 30 (Memorial Day). • Pam is preparing the membership renewal forms for mailing. Members should receive them by April 1st. Renewals are due by April 30th. • Discussed the article in the Binghamton Press on children’s ATV accidents…they are on the rise, but sales have also greatly increased. Discussed holding a Ride Day open to the public, with an ATV safety instructor on hand to give advice and perhaps teach a short class. • Pam presented a letter she received from Donna Lupardo (her local state legislator). Ms. Lupardo says she is working in our corner! Pam will try to contact her to see if there is anything we can do to help fight the unfair increase in our registration fees. Everyone is invited to write to their local legislator and express their opinions! • Next club meeting is at 7:00 PM on Tuesday, April 19th at Ponderosa in Elmira. But please make sure you have all the details and that it is correct NYTRO NEWS Page 3 CHAPTER NEWS NEWS FROM THE NORTH COUNTRY On March 14th, 2005 at the Lacona VFW Hall, we held our monthly meeting. President Ed McGrew called the meeting to order at 7:05 pm and twenty-five members were present for this meeting. A good turn out considering our last meeting was a couple of months ago. Thanks to all who showed up and had some great input. The minutes from the January’s meeting were read. Ralph Miller made the motion to accept the minutes as read, with no amendments and Aretha Manchester seconded it. All those present were in favor. Old Business: President McGrew informed us that he now has some member application boxes. He will be going around to some of the dealerships and business, placing them for folks to grab a membership form out of. President McGrew and Faron Cronk informed us that they had hoped to have some better news on our getting insurance through Trailpass. It seems that Trailpass is in the middle of finding a different insurer to hold a policy with. We are at this time waiting for them to get back in touch with us. McGrew and Cronk will see if they can contact them in the near future. This insurance has been a long time coming and now that we are ready to sign on board with them, it seems that more problems arise. Hopefully McGrew and Cronk will have more information on this by our next club meeting. Membership Coordinator’s Report: 72 Memberships with 155 Members Mike Bellinger talked to us about needing a Ride Planner. We need someone who can look into setting up our monthly rides and scheduling them for us. Making sure that it is a legal riding area and that there will be places for fuel and food. We need to have someone coordinate this and get all the information back to Faron so he can post it in our newsletter and get it posted on our website. He also talked to us about possibly setting up a time for “Maintenance Day”, where we all could get together and teach ourselves how to work on our machines. We’re looking for someone to spear head this and set this opportunity up for us. Upcoming Events / Rides: April 11th, 2005: Our next club meeting at the Lacona VFW at 7:00 pm. All members are encouraged to come. April 23rd, 2005: Tentative work detail day. Meet at Ralph Miller’s place at 8:30 am. Bring shovels, picks, wheelbarrows, hedge clippers, chainsaws, and ATVs. Club will provide a meal and beverages for the day. April 24th, 2005: Our first chicken BBQ for the season. Parking lot of Ontario Tire Co. on Route 11 in Sandy Creek. Will need helpers at 9:00 am. Chicken to go on sale by noon. June 11th, 2005: Orwell Old Home Days Parade. We will meet at the Town Barn on County Route 22 at 11:30 am. Several detailed recommendations provided to DEC by NYSORVA to make any ATV policy workable and acceptable to the ATV community have been disregarded. Sheehan today announced the release of a Draft Commissioner's Policy for public all terrain vehicle (ATV) access to recreational programs on State-owned land. The proposed policy will ensure that ATV access on these lands will conform to the State Vehicle and Traffic Law, the Environmental Conservation Law, DEC rules and regulations and the Adirondack and Catskill State Land Master Plans; will not facilitate trespass on private lands; and will not cause environmental degradation. "The development of this policy represents another significant step New York State is taking to ensure the continued protection of public lands," Commissioner Sheehan said. "This policy is important to ensure that ATV access in these areas is consistent with State law and policy. As the stewards of more than 4 million acres of land across New York State, we are committed to managing these public land resources in a responsible manner so that they may be enjoyed by this, and future generations of New Yorkers. We encourage the public to attend the upcoming meetings and provide comments to the Department to help shape the final policy." The draft policy establishes that ATV riding is not a program offered on public lands owned infee by DEC [NYSORVA emphasis added]. It recognizes, however, that ATV use is one of several possible means that the public may utilize to access recreational opportunities on public and easement lands that are deemed appropriate for such use and are open to public ATV access without conflict with the State Vehicle and Traffic Law. The purpose of this policy is to provide DEC staff with a set of criteria for evaluating the suitability of roads on these public lands for public ATV access. In evaluating whether a road or trail should be opened or remain open to the public use of ATVs, a number of criteria will be evaluated, including: conformity with the State Vehicle and Traffic Law, the Environmental Conservation Law, DEC rules and regulations and the Adirondack and Catskill State Land Master Plans, impacts on natural resources, compatibility with other public use, public safety, and illegal off-road ATV use. The public is encouraged to comment on the draft policy and DEC will receive all public comment until May 27, 2005.
