The meeting for December was canceled because of the Christmas Holiday! The next meeting will be held on February 28, 2008 at Friendly’s. The officers will meet at 7pm. The treasurer’s report was given. 2007-2008 Officers: President: Gary Burns Vice President: Dave Conner Secretary: Pam Burns Treasurer: Ron Horton Ride Coordinators: Tammy & Rick Nichols We reviewed pictures of a new riding area called Lost Trails ATV Park near Mount Pocono, PA. Nice place, but they need more trails. A bit pricey, too. Closed November 18 thru January 2nd. The October 6th Jasper ride had GREAT weather this year! Nice change from last year!!! The mileage seemed to be down a bit though. Awesome food as always. We held our annual scavenger hunt on Saturday, November 3rd after postponing it for a week due to rain! The winning team members were Jay Piel, Adam Klimas, Billy Mitchell, Leroy Card and Kim Hall with 18 out of 18 items found. Second place went to the team of Walt and Jamie Webster and Steve Smith with 15 out of 18 items found. Third place went to the team of Rick, Tammy and Brent Nichols and Ron Horton with 12 out of 18 items found. Thanks to all who participated and all the great food everyone brought! Winter has hit the Tug Hill and most of Jefferson County. In Lorraine we have just less than two feet of fresh snow with the Southern area pushing close to four feet or more of snow. Snow sleds will be enjoying their eight weeks of winter. Next week there will be a pre-planning meeting with some of the tri county ATV group leaders. As for our club most everyone still seems to be hibernating so not much we can do anyways until the county Legislators make up their minds as to what will be happening this spring. Membership, Communication and Public Education will be on the front burners as we gear up for the New Year. Yamaha will be coming out with a grant similar to Polaris, hopefully it will be better. Depending on the ins and outs I would like to see a dump trailer or Tractor Up grade. After taking the State Chain Saw Safety Course I invested in a new chain saw and the mandated gear, which we need to cut on public lands. Some community projects that we will be looking at in our neighboring community park are the repair of a scout shelter that was damaged by a tree falling on it during a Fall storm. Also while we are in the area there are a lot of blow downs that make it difficult for the handicap or elderly to get around the trails, so a major clean up could be planned. Another project, the Lorraine Cemetery has only a couple more headstones to be repaired and then we can move on to another site. Have had many good comments how much better it looks after the 23 stones & monuments were either erected or repaired. NYSORVA has been working hard as most of you were emailed the recent Motocross Shows. It was a big media push for them. Some things that I personally would like to see or have answered are “where are all the Dealers that should be out there helping?” Currently it looks like they have no more support or very small percent as we do of the registered wheelers. Polaris made a fortune off of their grant program, giving pennies back on the dollar that the consumer coughed up during the sales. Haven’t heard if Yamaha has the same get rich plan. Of course you can’t blame them, NY Lottery has been doing it for how many years with the rue of lowering your school taxes. It was discussed to have a club membership in NYSORVA so much per private club membership. With the current donations the club makes, will this replace that contribution? Insurance: Lewis County has been fortunate to have a great group of go-getters. They have a huge amount of new landowners signed on and we will be seeing some major trail expansion it that area. Town of Lorraine is among the few of the towns in our area that have gone on record supporting the recreational users by opening some of their town roads this month. It is with great hopes that we will see the County follow suit and do the same. With legalized trails the law enforcement will be able to patrol and prosecute those radical riders that have been out there ruining it for the rest of the responsible riders. Once we see some favorable movement by the County legislators, then NYTRO North can move forward with Trail Expansion. Until then we will continue to work on the private sections and community projects. The “Call to Arms” pertaining to the State closing the NY State Forest Truck Trails was well answered and a BIG THANKS to those that called and wrote letters. It was said to be tabled for now, but is far from over. For those that traveled thru the State during the ATV Policy Rough Draft Meetings, you can picture the trail design or mandate in your mind. Basically the State wanted just short of a black top road as a non-evasive recreational trail. They claim that the truck trails did not open trails to trails yet in fact they themselves are no more than what they themselves want as a trail. So what’s up? Spring Things~ Maintenance weekend, Tire pressure brakes tune up and looking for the pesky critters nest. Organized rides to be planned. It takes the whole club working together to make a great club. Don’t complain if you are not out there helping. Don’t be bashful if you have an idea or an area or event that you or someone would like to try. Camping in a good area that we can be a club like we used to would be nice. Some people have no problem traveling but some do, so we will try to meet both needs. The North Country has many things to offer, by working with the other user groups they in turn will hopefully work with us. If we are to succeed as a recognizable recreational user we will have to come together and fight for our rights, yet we must also be respectful of the environment and other groups. I will be the first to admit that when confronted or threatened it is very easy to become judgmental and go on the attack. In time I see that with the lack of communication and a open mind the set back that may have been caused by a escalated opinion could have been prevented. As leaders we are human and not always perfect. As we try to teach our children learn from your mistakes. In closing I Tip My Hat to those out there that have given so much of themselves for the benefit of our group and All the Recreational Users that are effected by their efforts. Polaris will be recalling about 95,000 - Model year 2004-2006 ATV's . Click on the link if you own one to find if your Polaris is on the recall list. If you have members or friends that may be effected please pass on the info. The recall is for control panels that catch fire. There is no deaths resulting yet, but several properties have been damaged by the resulting fire. Personally recommend disconnecting your batt if you have one for now that's on the list. Our strongest oppositions continue to be from downstate Democrats. We will continue to build our contact base and our grass roots influence with several soon to be announced initiatives. Excerpt from the Republican plan: Tourism, Outdoor Recreation and the Environment: Traditional outdoor sports, such as hunting and fishing, have a significant impact on New York’s economy. Recreational anglers and hunters spend more than $2.1 billion on their favorite pastimes annually. Assembly Republicans are committed to enhancing New York’s reputation as a sportsmen’s paradise by supporting increased access to lands and waters, while encouraging youth participation in hunting and fishing. Similarly, tourism is another major industry for New York. Each year people travel far and wide to visit all that our great state has to offer. In our efforts to sustain these two important facets of our economy, we support the following proposals: ATV Trail Development and Maintenance Provides for the development and maintenance of trails for All Terrain Vehicles (ATVs). Initiatives include: • Providing state assistance for local enforcement of laws relating to all ATVs; • Developing safety education programs; • Requiring the Commissioner of Parks, Recreation and Historic Preservation to establish a map of ATV trails; • Establishing an ATV trail development and maintenance fund using $10 million from the state’s general fund; and, • Repealing the ATV registration fee until such monies have been appropriated to the trail development fund. ATV Economic Impact Study - Requires the DMV to conduct a study that would examine the various economic impacts associated with statewide trail development and provide accurate information about the positive impacts such trails would have on local economies. Landowner Liability and Insurance Reform Requires the Superintendent of the State Insurance Department to conduct a study regarding the feasibility of developing and implementing land owner liability reform. This liability reform is intended to encourage land owners to open their lands for hunting, fishing, ATV and snowmobile activities.
