Doug Colbeck, Airtricity's vice president of Northeast operations said Wednesday it will take a year to get four seasons of data from the 163-1/2-foot-tall meteorological tower. November 7, 2007 by Jim Kinney in The Saratogian GREENFIELD - Tower-mounted meteorological equipment atop a ridgeline near Lake Desolation in northern Greenfield has already begun transmitting data back to engineers in Austin, Texas. Doug Colbeck, Airtricity's vice president of Northeast operations said Wednesday it will take a year to get four seasons of data from the 163-1/2-foot-tall meteorological tower. It's the "wind people's" job to figure out if there is enough wind on the mountain just outside the "blue line" border of the Adirondack Park to justify spending $2 million to $3 million and develop the site into a power-generating wind farm. "I call this the 'wet your finger and stick it in the air to tell which way the wind is blowing stage," said Doug Colbeck. "The ideal would be steady 18 miles an hour winds with cold- dense air and from one direction. But of course you never get that." Airtricity, the American arm of an Irish energy company, proposed more than two years ago erecting 25 power-generating windmills on the site. Each turbine is capable of generating between 1.5 and 2 megawatts. A megawatt of power can supply as many as 500 homes. Each tower would be 240 feet high - that's three times as high as the Wise Insurance Building in Saratoga Springs. The turbine blades are 70 feet long - the length of a tractor-trailer - and are so wide a child can stand up inside them. Greenfield Supervisor-elect Richard Rowland said he lives within sight of the meteorological tower site. And he hadn't noticed it going up. "I haven't heard any opposition to the project," Rowland said. He's been to wind farms in central New York where the turbines themselves become tourist attractions. "I hope they do some of that here," he said. Current Supervisor Al Janik said one of Airtricity's issues was transportation: how to get the segments of turbine tower, blades and equipment to the location. The "capsule" or hub of the turbine which contains the generating equipment is the size of a school bus. The company eventually figured out it could bring equipment in from the west, up South Shore Road to Edinburg and up Fox Hill Road to the site, Janik said. We have an inch on the ground with 40mph plus winds, projected accumulation by next week may be over two feet. Between the roving bugs that are being passed around and family vacations and outings, our plans to try and get our Club Members together looks bleak. Black River ATV Club has joined with Lewis County and along with the Northern Chapter of NYTRO we now have two clubs insured and are looking to expand the trails. The word is that the DEC has tabled the Truck Trail Closures but time will tell. One thing for sure is that there will be no support coming from the DEC and only expect to see stringent regulations hammered on us. If the roads never had any maintenance done for 10 plus years then we could blame the auto for mass destruction. WOW where has the year gone? It seems just a couple of months ago we where waiting for warm weather and summer plans. Fuel prices are going to hit $4.00 a gallon for the end of the year and well have to take out a loan to fill the fuel tanks in our homes. I wish all our Members and Friends to have a Joyous and Safe Holidays and look forward to seeing and hearing from everyone as Spring Plans are coming together. Later, Michael Bellinger President, NYTRO of NNY * * * * * * * * * * To All ATV Supporters: Please Pass the word we need all the help we can get to stop this injustice against responsible ATV riders. Many of you have contacted the Lewis County Trail Coordinator about what is happening with the DEC Truck Trails in Region 6 (Lewis, Jefferson, and Oswego Counties). The DEC is finalizing their ATV Plan in Albany. As you all know, the “Wave of Green” that is flowing over us from Albany wants to totally do away with ATVs. The plan has not been released yet and I have not seen or read it, but I have heard from DEC sources (Region 6 Director) that when it is released, they will be closing all of the Truck Trails in Region 6, the only Region left in New York State where you can ride an ATV legally on DEC Truck Trails. When this happens, the 50 or so miles of truck trails they will close will sever critical connections from Lewis County into Jefferson and Oswego Counties, as well as town to town connections within Lewis County. Pete Grannis, the new head of the DEC has publicly stated in an interview on NPR, “ATVs are the ruination of public lands.” This is what we are facing. This is what we are fighting. This is what Albany thinks of ATV riding. The DEC policy is no ATVs on public lands. There are states all around us that have open legal ATV riding. Maine, New Hampshire, Mass., PA, Virginia, W. Virginia, and most states west of the Mississippi. It can’t be that hard, if our surrounding states have ATV programs. Why do we have such a struggle? Keep the ADK Park. We don’t need it. Give us the rest of the state and help us create a trail system. We have been saying this for years. What have they done for us? Taken over 12 million of our ATV registration dollars and dumped it into the general fund. Made us pay $25 for two years ATV registration, when it only costs us $10/year. Then, kept our five bucks. How is the state helping us? We pay taxes. They take care and make available horse trails we pay for, and don’t charge the horse riders any fees to use and camp in these areas. It is time for a change. We need your help. Lewis County has agreed to spend up to $100,000 for an environmental consultant to help us with a new SEQR, environmental scoping document, and a generic environmental impact statement for our ATV trail system. The county has agreed to hire three new sheriffs in ‘08 to help staff their recreation department. Lewis County is one of only two counties in the entire State of New York that has a full time trail coordinator on staff in their economic development department. Lewis County is doing their due diligence to create a countywide ATV trail system for the public. Any help will be greatly appreciated. If you would like any other information, please feel free to contact me. Thanks for your support. Joanne Claim: Paramedic advocates cell phone users store emergency contact information in their address books. Status: True. Example: [Collected on the Internet, 2005] East Anglian Ambulance Service have launched a national "In Case of Emergency (ICE)" campaign with the support of Falklands war hero Simon Weston and in association with Vodafone's annual life savers award. The idea is that you store the word " I C E " in your mobile phone address book, and against it enter the number of the person you would want to be contacted "In Case of Emergency". In an emergency situation ambulance and hospital staff will then be able to quickly find out who your next of kin are and be able to contact them. It's so simple that everyone can do it. Please do. Please will you also forward this to everybody in your address book, it won't take too many 'forwards' b fore everybody will know about this. It really could save your life. For more than one contact name ICE1, ICE2, ICE3, etc. Origins: One of the difficulties long faced by emergency services personnel is how to locate next of kin for (or obtain other necessary information about) a victim who is unconscious, dead, or otherwise unable to respond to questions. Even if the victim is carrying one or more forms of identification which have remained with him (such as a driver's license), those items don't necessarily provide information about where and how relatives or other interested parties can be reached, resulting in delays as officials try to track those people down through ancillary details. This issue has been addressed through a variety of means over the years, as many people have taken to carrying lists of emergency contacts (and vital medical details) in their purses and wallets, or wearing items such as bracelets and necklaces with such information engraved on them. Now, Bob Brotchie, a paramedic who works as a clinical team leader for the East Anglian Ambulance NHS Trust has launched a campaign (sponsored by Vodafone's annual Life Savers Awards) to get people to store "In Case of Emergency" (ICE) information in items that have become ubiquitous in many parts of the world: cell phones. The scheme proposes that people enter ICE information into the address books of their cell phones, whence it can be retrieved by emergency workers. (This campaign is not a result of the July 2005 terrorist bombings in London; it (Continued on page 9) Volume 15, Issue 12 Page 7 Chapter Events NYTRO Western Chapter Meetings: Our next meeting will be in February...details to come at a later date! But please make sure you have all the details and that it is correct. Volume 15, Issue 12 Page 8 In Case of Emergency (continued) (Continued from page 7) was underway well before those attacks occurred.) According to Vodafone: Research carried out by Vodafone shows that more than 75 per cent of people carry no details of who they would like telephoned following a serious accident. Bob, 41, who has been a paramedic for 13 years, said: "I was reflecting on some of the calls I've attended at the roadside where I had to look through the mobile phone contacts struggling for information on a shocked or injured person.” "It's difficult to know who to call. Someone might have "mum" in their phone book but that doesn't mean they'd want them contacted in an emergency.” "Almost everyone carries a mobile phone now, and with ICE we'd know immediately who to contact and what number to ring. The person may even know of their medical history." Some drawbacks to the proposed scheme come to mind: • The cell phone has to remain with the victim (or otherwise be indentifiable as his) in order to be of use. While most wallets and purses will contain some items bearing photographs that can be matched to their owners (such as driver's licenses), a cell phone doesn't necessarily provide any direct means of identifying its owner. And while any form of ID can become separated from the person bearing it, a cell phone is an object frequently carried in hand, greatly increasing the chances of its loss in an accident. • A cell phone can be damaged to the point that information stored in (or through) it is no longer retrievable. This is also true of other forms of identification (a piece of paper or a card can be rendered unreadable by fire or water damage), but nonelectronic devices will generally survive falls or impacts that might otherwise render cell phones nonfunctional. • Cell phones come in many different brands and varieties, and how to retrieve stored information may not be immediately apparent to someone trying to work with an unfamiliar type of phone. As well, many cell phone users secure their phones with PINs to prevent unauthorized use, a factor which could conceivably block any attempts by emergency personnel to retrieve information from them. There are some other ancillary points about this scheme we should make as well: • ICE entries are more likely to be of use to hospital personnel than paramedics; the latter don't generally have the time or the need to go searching for that type of information. • Although the ICE address book entry scheme has come to public attention through the efforts of persons in England, it need not be restricted to that locale. The plan requires no geographically-bound system or infrastructure to be in place; it will work wherever people adopt and publicize the practice. • As the Los Angeles Fire Department (LAFD) has noted, ICE entries in cell phone address books should be used in addition to (not in place of) more standard forms of identification: Contrary to several chain e-mail warnings, ICE is not something that Paramedics will rush to look for the instant they arrive at an emergency, and is certainly not required in order for LAFD Paramedics to provide quick, focused and compassionate emergency care. We tell people: Add ICE to your cell phone only after you've affixed similar information to (or near) the official photo identification you routinely carry in your wallet. Why? With so many types and brands of wireless phones, it can take precious minutes to learn how to access a phone's directory. Many wireless devices are also found to be locked, damaged or have discharged batteries following an incident, rendering ICE unusable. Please do encourage your interested friends and colleagues to make an ICE entry in their cell phone, especially if it will give them peace of mind — but not at the expense of written emergency contact and medical information.
