We have some important stuff that needs to be talked about and we will try again at this month’s meeting. If there is no membership support then the officers will make the decisions for the club. The second half of the land lease will be up at the end of April and the club has only about $1,800.00 dollars left in the bank. We will need around $5,400.00 to make this lease payment. We have a couple of things we can do get the members that have not renewed to do so, or bring in some new members or a fund raiser that we can pull off in a really short time or drop our lease back down to the old lease if they will let us or lose the land all together. NYTRO newsletter has been costing the club around $83.00 a month for the letter and mailing. This fee was supposed to go away when the newsletter got enough advertisement to cover the cost. We have not heard any more about it going away so we need your opinion and vote to keep getting a newsletter or drop the newsletter to have that extra money put toward the lease. Events: We should have the ATV pulls at the Washington county fair. That will help build up the bank account. Can anyone come up with different events that we can do or know of any other fair that we might be able to get into for a second pull or something? The Saratoga County Fair showed interest last year when we e-mailed them, but I’ve been unlucky on getting anyone from there to return my e-mails or phone calls for this year’s fair. . New Trails Update: . 600-700 acres of trails to be cut. ½ wooded, ½ fields. . Club Board of Directors met with Town representatives, law enforcement, fire department/ EMTs, local ATV dealers, camp ground owners, land owners and lake association to make sure all questions and concerns were addressed on April 13. . All riders must join NYTRO. Campground staff will handle onthe- spot signups and collect a per-ATV parking fee (parking fees to go to the landowner to help support the property). . Trails will only be open on the weekends during the riding season. . If all goes well with this property, there is another landowner adjoining this property with 500- 600 acres that is interested, too, which will open up even more riding area for us to use! . ATVs must be NYS compliant, especially sound requirements (to keep the peace!) . There will be a speed limit through the campground, strictly enforced. . All NYTRO rules and NYS laws will apply regarding noise, proper riding apparel and adult supervision for minors and will be enforced by the board, appointed members, the land owners and local law enforcement. . One warning to anyone caught breaking any rules, membership will be terminated on second offense. A warning or termination of membership will be issued to anyone breaking the rules depending on how severe the offense. A repeat offense will (for those who were issued a warning) will result in a termination of NYTRO membership making you unable to ride any NYTRO trails and you will be asked to immediately surrender your NYTRO membership cards and land use stickers. . The campground has camping (of course), a lake with boating, swimming and fishing, a snack bar and small store, playground, arcade, and real showers and bathrooms!! They also have an event schedule with picnics, chicken BBQs, Roast Beef Dinners, Pork Roasts, Ice Cream Party, Hawaiian Luau, DJs and bands at the pavilion, and will offer a discount for tent camping for NYTRO members. . Our club will apply for Polaris and Yamaha grants to buy signs and tools to maintain the trails. . We are planning on accommodating UTVs (side by sides like Rangers and Rhinos) on the trails. Hopefully, NYS gets off their butt and passes a law so these machines can get registered! Memorial Day Weekend Ride: We are working on firming up the annual Memorial Day weekend ride at Susquehannock and Sproul state forests in PA. Looks like we will head to Sproul on Sunday, May 25th and then up to Susquehannock on Monday, May 26th. We will spend the night in Renovo, PA. So get those rooms reserved! Sportsman’s Hotel: 570-923-0775. . Meet at either 8:30AM at the Mobil Gas Station in Apalachin off Route 17 Exit 66 or 10:00AM at the rest area on Route 15 South of Corning. . We plan on arriving at the lower parking area of Sproul off Kettle Creek Road around noon on Sunday. Bring a bag lunch or at least some drinks and munchies. . Monday morning we plan on meeting at the Susquehannock Parking Area 4A off of Sunken Branch Road between 11AM and noon. We will meet for breakfast at 9:00 AM at the Sportsman's Motel in Renovo for anyone interested. There you can order a bag lunch to take with you on the ride! Club Officer Benefits: We discussed benefits for club officers. Currently, your membership fees are waived during your term of office. Pam made a motion, Tammy seconded, that the club’s Board of Directors will only include current elected and appointed officers. As of today, searching the Senate and Assembly web sites, there was no new ATV legislation introduced or acted on in 2008. The following is what was on the table for ‘07 and has not moved since they have been sent to committee. A01889 Provides that certified handicapped individuals may use ATVs on public land for transportation purposes only, during the hunting season A02403 Relates to the registration of all-terrain vehicles A03370 Provides for an exemption requirement from registration for ATVs operated on lands owned by the owner or to which the owner has certain contractual rights A07833 Requires the commissioner of motor vehicles to conduct a study of the economic impact of ATV use within the state A08551 Requires a report on the economic impact of ATV related tourism; appropriation A08714 Relates to the definition of all terrain vehicle or "ATV" S03429 Authorizes a governmental agency or municipality to designate a highway or portion of highway as open for travel by an ATV S04380 Relates to the definition of all terrain vehicle or "ATV" S06890 Directs the commissioner of motor vehicles to pay a $5 refund to certain ATV registrants who paid the ATV trail fee Fuel, food and the ever increasing cost of getting by makes you wonder what we will be able to do or plan. With the power of the freedom of information, it has recently surfaced that Spitzer planned on increasing the fuel prices even more. Is it coming to the day that millionaires’ will be the only ones going to be able to afford some relaxation or recreation? For now, even with things seeming as bad as they are, you still can top off your ATV and have a day of fun without taking out a big loan. We want to look at the big picture but still so desperately need to finish off the little projects. Have some new places to see this year but as we squeeze into smaller riding areas the thought of the lack of maintenance programs being still tabled, the trails will fall again by the wayside. NYSORVA has some promising ideas to move us to the next level. But with the apathy that a lot of people have been having it is ever harder for the leaders to try to expand and grow. Selling it, Communicating, Marketing? People, regions and personalities—mind boggling isn’t it? Looking back ten years ago, it seemed a little easier. There are a lot of great people out there and we so desperately need your talents and support. So do we go with the “Tried and True” or do we follow our children and try the “Sweet” way? A Big Thanks for those that have stepped up for the Sport—no matter how big or small it may have been, you have made a difference. Until we ride again, be safe. This important news is just in from the Tug Hill. I told Joe that I would pass it around...Side by side machines that were not registered and insured were rounded up by the dozens and removed from the trails this past weekend at the SNIRT run. Sheriffs, state police and DEC stopped and ticketed EVERY unregistered side by machine that they could find. Until this gets resolved you can do one of two things. One...do not go to the Tug Hill Plateau to ride with your side by side, or Two...go to the Pennsylvania DMV website. Tell them that you intend on doing a lot of riding in PA, and register your side by side there. Then you can legally ride on the Hill. I was also told that a bill is in the works to get these machines registered in New York. We knew that thisday would surely come...more money for the state to steal from us!!! :( If the bill information gets passed to me, I will pass it along to you all. He would like to have four kids total ages 6-11 take it together if possible. He said the charge is $75 each (to the safety institute) and they must take it on a 70 cc or less (free if you bought a Kawasaki, Yamaha, Honda, Polaris, Arctic Cat, Suzuki, BRP, John Deere, KTM, KYMCO, or Tomberlin brand new). Page 8 Chapter Events Volume 16, Is s ue 3 Page 9 Volume 16, Is s ue 3 Page 10 NEWS DEC: 52 Roads in Jefferson, Lewis & Oswego Closed to ATVs April 15, 2008, First Published at 9:30 a.m. WATERTOWN, N.Y. — Effective Tuesday, April 15, 2008, the New York State Department of Environmental Conservation (DEC) will close roads under its jurisdiction in Region 6 to all-terrain vehicle traffic (ATV) which were not properly opened to ATV traffic in accordance with section 2405(1) of the state Vehicle and Traffic Law. As a result, 40 roads on state reforestation areas in Jefferson, Lewis and Oswego counties will be closed to ATVs. DEC will remove signs that had previously posted these roads as open to ATV traffic. In addition, 12 roads open to ATVs on conservation easement lands in northern Lewis County will also be closed to ATV's this spring. Previously, the Department proposed to close these roads as outlined in the proposedWatson's East Triangle Unit Management Plan. The road closures do not affect ATV use by qualified persons with disabilities on designated DEC roads as allowed by DEC Commissioner's Policy No. 3. Almost all of these roads currently allow use by motor vehicles (cars and trucks) and this use will not change. A list of the roads being closed to ATVs is attached.
